What video editing program can edit HD video?

I have a Aiptek video camera can record Corder high-definition video. He foolishly thought that Windows Movie Maker (for XP) could launch the videos and edit them. Does anyone know a program that can editing HD video that is similar to Windows Movie Maker (like the ability to give the video clip of different effects) without having to buy Windows Vista.-In the same way, my parents are like Thrifty * * If I have a pretty low budget.

Adobe Premiere, is what many professionals use, and I am sure it is HD capable.
